9) This provides essential advice for assessment of the competency standard unit and must be read in conjunction with the Performance Criteria and the range statement of the competency standard unit and the Training Package Assessment Guidelines.

The Evidence Guide forms an integral part of this Competency Standard Unit and shall be used in conjunction with all component parts of this unit and, performed in accordance with the Assessment Guidelines of this Training Package.

Overview of Assessment

9.1)

In accordance with the National Refresher Training Recognition Protocol for the Electricity Supply Industry, this unit is identified as a Refresher Training unit and is only available for use by industry to meet industry protocols and regulatory requirements.

Industry has defined Refresher Training as:

"A competency confirmation event which may include training, the purpose of which is to compensate for or prevent deterioration in a previously achieved standard of performance"

Under the protocol and the applicable State or Territory legislative and regulatory requirements, Electricity Supply Industry employees are required to maintain currency in this Unit for authorisation/approval to work on ESI Networks.

Industry accepts that opportunities to practice emergency procedures are generally restricted to simulated exercises in a controlled environment during competency confirmation programs.

The critical safety nature of working with electricity, electrical equipment, gas or any other hazardous substance/material carries risk in deeming a person competent. Hence, sources of evidence need to be 'rich' in nature so as to minimise error in judgment.

Methods chosen for a particular assessment will be influenced by various factors. These include the extent of the assessment, the most effective locations for the assessment activities to take place, access to physical resources, additional safety measures that may be required and the critical nature of the competencies being assessed.

These points are raised for the assessors to consider when choosing an assessment method and developing assessment instruments.

An industry endorsed Learning Assessment Plan has been developed to support this unit.

Critical aspects of evidence required to demonstrate competency in this unit

9.2)

Before the critical aspects of evidence are considered all prerequisites shall be met.

Evidence for competence in this unit shall be considered holistically. Each element and associated Performance Criteria shall be demonstrated at each competency confirmation event.

In accordance with State and Territory regulations and the "Assessment Guidelines - UET09". Evidence shall also comprise:

A performance demonstrated within the timeframes typically expected of the rescue procedure. In particular the assessment of this unit shall confirm that a candidate is able to:

Implement Occupational Health and Safety workplace procedures and practices including the use of risk control measures as specified in the Performance Criteria and range; and

Demonstrate an understanding of the essential knowledge and associated skills as described in this unit to such an extent that the learner's performance outcome is reported in accordance with the preferred approach; namely a percentile graded result, where required by the regulated environment; and

Demonstrate an appropriate level of employability skills; and

Conduct work observing the relevant Anti Discrimination legislation, regulations, policies and workplace procedures; and

Demonstrated performance across a representative range of contexts from the prescribed items below:

9.3)

This unit should be assessed as it relates to normal work practice using procedures, information and resources typical of a workplace. This should include:

OHS policy and work procedures and instructions.

Suitable work environment, facilities, equipment and materials to safely undertake actual performance of the provision of first aid, in an ESI environment, in the workplace.

In addition to the resources listed above, in Context of and specific resources for assessment, evidence should show demonstrated competency working in a realistic environment and a variety of conditions.

Method of assessment

9.4)

This Competency Standard Unit shall be assessed by methods given in Volume 1, Part 3 "Assessment Guidelines".

Note:

Competent performance with inherent safe working practices is expected in the Industry to which this Competency Standard Unit applies. This requires that the specified essential knowledge and associated skills are assessed in a structured environment which is primarily intended for learning/assessment and incorporates all necessary equipment and facilities for learners to develop and demonstrate the essential knowledge and associated skills described in this unit.

Concurrent assessment and relationship with other units

9.5)

For optimisation of training and assessment effort, competence in this unit is not recommended to be assessed concurrently with any other unit.

7) Essential Knowledge and Associated Skills (EKAS): This describes the essential skills and knowledge and their level, required for this unit.

Evidence shall show that knowledge has been acquired of the provision of first aid in an ESI environment.

All knowledge and skills detailed in this unit should be contextualised to current industry practices and technologies.

The extent of the essential knowledge and associated skills (EKAS) required is given in Volume 2 - Part 2.2 EKAS. It forms an integral part of this unit.

T2.8.2

Enterprises specific OHS instructions

8) This relates to the competency standard unit as a whole providing the range of contexts and conditions to which the Performance Criteria apply. It allows for different work environments and situations that will affect performance.

This Competency Standard Unit shall be demonstrated in relation to the provision of first aid in an ESI environment and may include the following:

Established first aid principles including; checking and maintaining the casualty's airway, breathing and circulation, and checking the site for danger to self, casualty and others and minimising the danger.

Physical and personal hazards may include; workplace hazards such as fire, floods, violent persons, and environmental hazards such as electrical faults, chemical spills, fires, slippery surfaces, floods, wild animals, fumes, and proximity of other people, and hazards associated with the casualty management processes.

Risks may include; worksite equipment, machinery and substances, and bodily fluids, and risk of further injury to the casualty, and risks associated with the proximity of other workers and bystanders, and road traffic.

First aid management will need to account for; Location and nature of the work environment, and Electrical hazards, and Environmental conditions and situations, such as, biological risks, weather and terrain, motor vehicle accidents, and Level of knowledge, skills, training and experience of the person administering first aid and Familiarity with particular injuries, and Legal issues that affect the provision of first aid in different industry sectors, and Characteristics of the site where the injury occurs, and Nature of the injury and its cause, and Infection control procedures, and Availability of first aid equipment, medications and kits or other suitable alternative aids, and Proximity and availability of trained paramedical and medical/health professional assistance, and Victim's cardio-vascular condition as indicated by vitals signs such as body temperature, pulse rate and breathing rates, and Unresolved dangers such as fire, chemical contamination or fume toxicity of the area where the injury occurs.

Vital signs include; breathing, circulation and consciousness

Injuries may include; Abdominal trauma, Allergic reactions, Bleeding, Chemical contamination, Choking, Cold injuries, Cardio-vascular failure, Dislocations and fractures, Drowning, Poisoning and toxic substances, Medical conditions including epilepsy, diabetes, asthma, Eye injuries, Head injuries, Minor skin injuries, Neck and spinal injuries, Needle stick injuries, Puncture wounds and cuts, Crush injuries, Shock, Smoke inhalation, Sprains and strains, Substance abuse, Unconsciousness, Infections, Bone and joint injuries, Electrical burns, Eye injuries, Burns and scalds, thermal, chemical and friction, Bites or stings, Inhalation of toxic fumes and airborne dusts.

Injuries may involve; Unconsciousness, Confusion, Tremors, Rigidity, Numbness, Inability to move body parts, Pain, Delirium, External bleeding, Internal bleeding, Heat exhaustion, Hypothermia and Pre-existing illness.

Appropriate others from whom assistance may be sought may include; emergency services personnel, health professionals, colleagues, customers, passers by

Assistance may include, as appropriate to emergency situations; Maintain site safety, and Minimise risk of further injury or injury to others, Making the casualty comfortable, Assessment of injury situations, Manage bleeding through the application of tourniquets, pressure and dressings, Giving reassurance and comfort, Raising alarm with emergency services or health professionals, and Removing debris.

First aid and emergency equipment may include; first aid kit, pressure and other bandages, thermometers, eyewash, thermal blankets, pocket face masks, rubber gloves, dressings, flags and flares, fire extinguishers, communication equipment such as mobile phones, satellite phone, radio.
